Re:  Campus-Only Recruitment Procedures – Change Effective October 1, 2013

Dear Colleagues:

We are writing to inform you that effective October 1, 2013, the use of campus only recruitment to fill a staff vacancy will require the approval of central Staff Human Resources and the Office of Diversity, Equity, and Inclusion.

For the last several years, hiring managers have had the discretion to fill an open position through an internal campus only recruitment process.  This decision was driven primarily by extreme budget challenges, intended to allow departments and managers maximum flexibility and to, where possible, preserve employment for current UCSC employees at risk of potential layoff.  In light of an improved budget outlook and due to the campuses ongoing commitment to diversity and federally mandated affirmative action, we have decided to revert to a procedure that aligns with system wide PPSM Policy 20 Recruitment which states that “Recruitments limited to internal candidates must be approved by the Chief Human Resources Officer in consultation with the Affirmative Action Officer.”  At UCSC, the Assistant Vice Chancellor Staff Human Resources and Associate Chancellor, who serves as the Director of Equal Employment Opportunity and Affirmative Action, together provide approval for recruitments limited to internal candidates.  Conducting campus-only recruitments does not relieve us of our affirmative action responsibilities.  Therefore, a hiring unit’s written request to conduct a campus only recruitment should contain a rationale that provides evidence of the steps they will take to ensure broad campus outreach.
