Contracts Where University Staff Maybe Displaced

Systemwide Guidance on Contracting for Services describes how to contract out for services where University staff would be displaced. Contracting out for services is only allowed when the decision is consistent with protecting the core teaching, research, service, and patient care functions of the individual location; is in response to a demonstrated, sound business need; and minimizes to the extent possible the impact on University staff. These guidelines are to be used in conjunction with the applicable sections of Personnel Policies for Staff Members and/or the applicable collective bargaining agreement.

Contracts for less than $100,000 and anticipated to displace University staff require Chancellor or their delegate approval.  Contracts expected to exceed $100,000 and displace University staff require UCOP Human Resources approval. Locations may only proceed in contracting out once the Office of the President’s final decision has been received.

These guidelines do not apply to services covered by Regents Policy 5402 or Article 5 of the Service-SX and Patient Care Technical-EX collective bargaining agreements.
