Covered Services and Skilled Crafts

Regents Policy 5402 and recently ratified AFSCME Service (SX), Patient Care Technical (EX), and local Skilled Crafts (K7) collective bargaining agreements impose significant limitations on the use of third-party supplier services. Under the new requirements, contracting out can only be used as a last resort to address temporary needs.

SX/EX Covered Services include:

  • Transportation and Parking Service (including Fleet Services)
  • Food Services,
  • Security Services,
  • Building Maintenance (excluding Skilled Crafts (K7) such as plumbing, carpentry, and electrical),
  • Grounds Keeping,
  • Cleaning/Custodial/Janitorial/Housekeeping Services,
  • Hospital and Nursing Assistants (Vocational Nursing),
  • Laundry Services

K7 Skilled Crafts include:

  • Building Management Shop Worker,
  • Carpenter,
  • Fire & Security Technician,
  • Electrician,
  • Co-Gen Operator,
  • HVAC Worker,
  • Inspector,
  • Locksmith,
  • Plumber,
  • Painter,
  • Sign Maker.

Departments must explore all UCSC staffing options before contracting out unless the circumstances meet one of the rigid exceptions outlined in the collective bargaining agreements. In addition, Departments must secure Labor Relations approval to contract out for Covered Services (SX & EX) or work normally performed by Skilled Crafts (K7) employees before a purchase order, change order or campus master agreement is issued.
