Non-Recruitment

I. Summary

Non-Recruitment is a non-competitive process in which the Hiring Manager identifies the candidate for hire in lieu of the position being posted and advertised to the public.

It is the policy of the university to recruit and employ the most qualified candidates and to ensure that the recruitment process facilitates the attainment of affirmative action goals and objectives. If certain criteria are met, Non-Recruitment can be used to fill limited (temporary) positions without conducting a recruitment.

III. Authority

The Unit Head or designee are delegated the authority to select and hire appointees for limited Non-Recruitments.

IV. Criteria

HM’s are strongly encouraged to fill positions through Open Recruitment; however, in special circumstances, a Non-Recruitment can be used to fill limited appointment types on a temporary basis if the position:

  • Will not exceed 800 hours
  • Has an end date not to exceed six months in duration 
  • The individual does not have a bank of limited appointment hours that could cause the appointment to reach 1,000 limited hours and convert to career status.

V. Process Overview  

  1. The Hiring Manager (HM) or designee determines the appropriateness of hiring an individual without a recruitment, in consultation with their Employee Relations Analyst (ERA) or their Talent Acquisition Consultant (TAC).
  2. HM or designee ensures an approved position exists in UCPath prior to beginning step 3. For more information about your position, please work with the Compensation Team.
  3. HM or designee initiates the Job Opening Request Form and selects a non-competitive recruitment type. HM or designee also provides the selected candidate(s) information when completing the Job Opening Request.
  4. Talent Acquisition initiates the Non-Recruitment request in TAM.
  5. The Recruitment Approver in the unit approves the non-recruitment and job offer. 
  6. Talent Acquisition posts the job to allow for selected candidate(s) to accept forthcoming job offer. 
  7. The selected candidate creates an application in the Candidate Gateway.
  8. Talent Acquisition extends the job offer to the selected candidate, coordinates the pre-employment criminal history background check, and completes the hire in UCPath.
  9. Talent Acquisition conducts Onboarding.
